[TRLog] Helvetia contest problems

I have fixed at least two problems with POST and the HB9 test:

The multiplier check routine now doesn't crash.  However, it gets
a little confused because of the domestic and DX mults still (I will
see if I can improve that).

TR READ now works.

These changes will be in the upcoming release.
