No, it is the 4th full weekend. Every 6 years or so, there are 5 full 
weekends, and in those years Field Day is NOT on the last full weekend. 
Happened in '96, and will happen again in 2002. It is always on the 4th full 
weekend. Check the first sentence in par. 3 of the Field Day Rules, page 108, 
May QST.
