[TRLog] SAC from Europe

I have just finished setting up tr for the SAC contest this weekend and noticed
that the scoring is not quite right for Europeans running the contest.

The points for 3.5 and 7MHz should only count one point for Eu/Scandinavian
contacts however tr seems to score these as three points per qso as if outside
Europe.

Using the statement QSO POINT METHOD = ONE POINT PER QSO
in the logcfg.dat file seems to sort things out.
