[TRLog] REF and UBA contests

Perhaps it isn't trivial after all. After carefully reading (most of) the
manual (which is admittedly out of date) I don't have the foggiest idea how
to set up a configuration with the following properties:
1. French stations (and French territories) are expected to give a QTH
(which should be remembered when I work the same station on a different
band);
2. Other stations give a serial number (which obviously should not be
remembered).
A lot of contests have this basic format, where stations in one country
send QTH data, which one wants to have recalled when one reworks the
station, and all other stations send a serial number. It seems to me that
this is something that TR does not address.
In fact, now I think about it, someone made what amounts to the same
comment about the 10m contest, which is perhaps the biggest of the contests
with this format.
This seems to be quite a deficiency in the configuration capability. One
needs something of the form (doesn't one?):
INITIAL EXCHANGE = NONE
INITIAL EXCHANGE = QTH IF W|VE
EXCHANGE MEMORY ENABLE = FALSE
EXCHANGE MEMORY ENABLE = TRUE IF W|VE
I suppose that the first two of these can be simluated (with considerable
effort) by hacking together an INITIAL.EX file before the contest,
selecting only calls in particular countries. But this isn't really very
practical. I don't see any way to simulate the last two.
So please, am I missing something really, really obvious?

PS Just to make it clearer, the stuff following the "IF" clauses in the
above should be read as "the station is in the country matching prefix W or
the station is in the country matching prefix VE".
