[TRLog] Russian DX Contest

March is marching in...
The Russian DX Contest due sometime in March is misconfigured in TRLog.

In addition to

ADD DOMESTIC COUNTRY = UA  (which is there), it should also have
ADD DOMESTIC COUNTRY = UA2 (Kaliningrad)
ADD DOMESTIC COUNTRY = UA9 (Asian Russia)
ADD DOMESTIC COUNTRY = R1FJ (Franz Josef Land)
ADD DOMESTIC COUNTRY = R1MV (Malyi Vysotski Is)

[And if you want to have the last bit of it, make a copy of CTY.DAT in the 
RUSSIANDX directory, remove R1AN from Antarctica, add R1AN as Russian Antarctica, and write
ADD DOMESTIC COUNTRY = R1AN (Russian Antarctica).]
These get all 10 points per QSO, and send oblast designators (KA, FJ, MV, AN
for UA2, R1FJ, R1MV and R1AN respectively, numerous for UA9/0), _NO_ QSO
numbers.

ActiveExchange:=RSTQSONumberAndPossibleDomesticQTHExchange; should be
changed
to
ActiveExchange:=RSTQSONumberOrDomesticQTHExchange;

All the above except, probably the part in [], should be in FCONTEST.PAS.
