[TRLog] \ON and \OFF

I found that if I SHUT DOWN TRlog and wrote the last 5 Q's out to disk 
and then restarted TRLog, to continue the contest, TRlog would not
recognize previous times off, so I had to hand-add them at the end.
Other than that, no problems at all.
