[TRLog] Runtime error 104

I noticed some runtime errors with version 6.47 last night.  It was
runtime error 204 at 0CB9:017B.  This was due to a bug with the 
improved SCP feature.  You can work around it by disabling the SCP
feature.  

I will also put a new version out in a few hours that will have this
fixed.  Also, there was a bug where the country file wasn't loaded
in during the startup procedure (where you tell the program what
contest you want to operate after typing TR NEW or starting in a 
new directory).  Because of this, the program was confused about what
country you were in and wouldn't score QSO points correctly.  This
is fixed however when you exit the program and restart.

I have that fixed as well for 6.48.
