[TRLog] VE2AWR

When I worked VE2AWR he sent 4 as his zone. Ok so far. When I did
multiplier check in POST it says he should be in zone 9. Reviewed
CTY.dat and couldn't see any obvious reason for TR to say he was in 9.
Any ideas?
