Not unless Win2000 is fundamentally different from earlier versions of NT,
which I strongly doubt.
In the NT series of operating systems a DOS box is a DOS emulator running
on a virtual machine. It cannot get to the real hardware, only to virtual
"hardware". And since the NT box is doing other things than just running
the DOS box, the "hardware" clock on the virtual machine runs slightly
slower (and more erratically) than a real clock does.
This is all completely different from the way that DOS works in the Win9x
series of systems.
