[TRLog] RESTART.BIN problem NOT covered in TRLOG manual 6.53

I have done a complete search for all mentions of restart.bin in the PDF
manual - nowhere is it mentioned that one should manually delete RESTART.BIN
if the program crashes.

Of course, I couldn't check the manual when this crash occured because
my shack computers don't have windows for using PDF files.  I have a hard
copy in the shack, but it was no use in trouble shooting.
