[TRLog] Stewed Cabrillo

As some of you are finding out - TR Log's Cabrillo output is being
bounced by the picky robot.  Whoever wrote that robot code should
get a sense of humor...

Oh wait... I wrote that code too.

I will hammer POST support for the Stew's Cabrillo output that will
solve the missing RST problem.  The Cabrillo spec shows an RST sent
and received.  Back when this was done, RST was optional, but the
format needed to be consistent.  I will have POST "fake" RSTs if
they aren't in the log, so Cabrillo will be happy.

Look for 6.62 with this fix in the next few days.
