something wrong in my previous answer.
You are right, the MY ZONE DOESN'T WORK!!!
This is from Fcontest.PAS

            Str (CountryTable.GetZone (MyCall),  MyZone);

So the program override anything is put in MY ZONE with what it gets back
from the countryTable (I believe either form CTY.DAT or an internal
deduction)

Moreover what the manual says is not true, especially for the IARU Contest
which is just cited as an example(!):
this is from the Manual 6.56, page 137 

MY ZONE:

....... manual ..........
However, the relationship between what happens when the contest executes the
MY
ZONE command and when it executes the CONTEST command is complex, and under
some circumstances (for example, the IARU contest) the MY ZONE command
should
appear after the CONTEST command. The most common symptom of having these
commands in the incorrect order is that the contest will score the contest
as if you were in
a different zone from the one in which you are actually located. If you see
that TR does
not seem to be scoring the contest properly, you should try switching the
order of the
CONTEST and MY ZONE commands.

This is "not true" so the MY ZONE statement "doesn't work"
either before or after the CONTEST statement.

Instead, this work for sure 
CQ EXCHANGE = 5NN 7
REPEAT S&P EXCHANGE = 5NN 7
S&P EXCHANGE = 5NN 7

but you may want to also add the following lines:

CQ MEMORY F3 = 5NN 7
EX MEMORY F4 = 7
EX MEMORY F5 = @ DE \ 5NN 7

so you have everything set up correctly now.
