[TRLog] CW increment

Hmmm.  At first, I thought a fixed increment of 3 wpm was restrictive ...
until I used it a bit.  Now, I think it is perfect.  If I had a
user-specified increment, I'd choose 3 wpm!  I've never run into any
situation where I needed more granularity than that and with several key
presses I can quickly get the speed way down for slow callers, and then
right back to my normal speed afterward.  By ear, 3 wpm seems about right
for a step up or down in speed to me.

Guess we all have opinions and preferences!
