[TRLog] ARRL DX and Cabrillo

Haven't seen anything come down the pike yet.  Is it okay to
send the file to the League?

There is a small problem with teh Cabrillo generator for
those of you
sending something different than your ARRL section.  I will
have this
fixed in a new release before the contest ends.

Please do not use the old version of POST to generate your
ARRL DX
Cabrillo logs.
