[TRLog] Auto S&P enable in TR 6.71

I had AUTO S&P ENABLE = TRUE in my config file, yet at no time did TR ever
switch to S&P mode, no matter how far or fast I tuned the radio.  The radio
and TR otherwise seemed to talk just fine.
