[Trlog] PACC contest - MPL check

  A couple of weekends back, after my entry in the PACC contest,
POST (ver. 6.72A), would not perform the mpl check of the Dutch
provinces. 
  Logging program (ver 6.72) identified mpls' OK, but at each 
mpl, POST would say :- "This station is not in Fr", (or whatever
the 2 letter Dutch province is).
  I recall last summer, a similar thing happening on the POST
mpl check of the IOTA contest.
