[Trlog] TR Log Version 6.78 and Icom radio

Also, I had a good thought about this over the weekend.  The next release of
the software will NOT change the band/mode based upon the radio frequency.
So if you get a bizarre frequency reading, the band will not change from what
it was.  I think this will remove most of the frustration people are having.
