[Trlog] PTT Stuck On and CTY file

Hi Mike -

I have edited the cty.dat file for SS and NAQP in the past, eliminating, 
for example, all the call sign prefix information except US and Canada. I 
didn't have any problems that I recall, but that was using older versions 
of TR.
