[UK-CONTEST] RoPoCo

Ed has suggested making ROPOCO a phone event.  Funny enough, I was thinking
about the same thing myself, as I sat idly CQing in the last 45 minutes on
Sunday morning.

I entered the UBA phone contest back in January.  I only went on part-time
and did a single band (20m) entry.  I was called by about a dozen M3
stations and several M5s.  Several of them commented that it was their first
contest.  So there is definitely some UK interest in contesting among the
newer HF licencees.  But it is primarily, not unsurprisingly, in phone
events.

I would welcome making one of the ROPOCO events in to a phone contest.
