I have the real thing, with a pair of buzzards regularly cruising over my
aerial field. That does seem to work! The point about the owls I think would
be the case, as they tend not to target other birds. I suppose my buzzards
don't either, but they sure do move them on.

maybe something based on a falcon would be more succesful. Owls tend to eat 
mice and things and are not a threat to a pigeon or starling, and perhaps 
they realise this.

We have a couple of sparrowhawks regularly visit the garden and they pick
off 
anything up to a dove-sized bird. They don't half upset the pigeons when
they 
pass through.
