[UK-CONTEST] SCC violations

Further to Steve's note about out of band operating in the ARRL 
SSB, there was an even more serious violation (well perhaps not 
so serious on reflection, but.....) this weekend.


Someone was airing an SCC in BERU!

Steve's example was a mistake by the operator, albeit serous and 
repeated. My example was quite gratuitous, and the culprit even 
tried to work *me* in BERU in further violation of published 
BERU rules. In fact he wouldn't go away and QRM'd genuine 
callers; I was appalled, but bit my tongue ( key!).

No names no pack drill again, but I think the HFCC *must* take 
this seriously or we'll possibly lose the privilege.
