Which leads to an obvious question: how would you have a contest committee
actually go about enforcing a rule (assuming we're talking about the band
plan guidelines) ? Short of having independent volunteer observers at key
points around the world listening for transgressors, on duty for the whole
of the contest, it's nigh-on impossible to do fairly.
All you can do is strongly encourage the adherence to the guidelines, and
act positively when you receive well-presented complaints with suitable
substantiation.
And it doesn't help in the least when all you hear on reflectors like this
is 'someone broke the rules but I'm not telling you who it was - why isn't
something being done about it?'
