[UK-CONTEST] WPX Rules for Multi-Single

Haven't checke the rules, but I wouldn't think the 10 minute rules is an
issue since mults only count once for the whole event rather than once per
band so no need to request lots of instant moves!

I think the move to introduce the second station makes WPX a far more
interesting multi-single contest now.
