I also came across this twice. I think one was Caribean but I can't
remember the callsigns.  I can't agree that it is acceptable practice
in any contest, let alone in CQWW. What made it worse for me was
that I was desparately trying to find a run frequency on 40m and this
guy sat on 7035. It might just make sense on 10m with a wide usable
range, but I found it totally unjustified on 40m where the band was so
crowded.

The situation was even more crazy when I switched directions on the
40m phased verticals. The frequency was clear to the East, yeah cos
all the guys were 2 KHz up, so I called CQ, on switching to the West
there was this thumping great signal. Have to admit that I spent most
of my time running on or around, knowing that there was SSB traffic
around.
