[UK-CONTEST] Log submissions

Dear Fellow-Contesters,

The new CQ WW 2002 rules state: "Please submit your log
in the Cabrillo format created by all major logging programs."

We want to encourage EVERYone to send in a log. But we
also need to reduce the hundreds of man-hours that are
invested each year to massage logs into a usable format.
Those hours can be better spent to the benefit of all.
