FWIW, my own perspective as an avid SSB contestor is that I will never
solicit calls on phone below 7040, i.e. I will not call CQ below 7040 but
any stations that I hear that are mults for me are fair game and I will call
them.

 Also any stations specifically requesting split-frequency contacts below
7040, e.g. mainland USA above 7150 listening on <say> 7030 will *never* get
GW4BLE in their log!

We are not talking "mandatory band plans" here, but something called a
"gentleman's agreement".
