[UK-CONTEST] RSGB 21/28MHz contests

When the going gets tough change the rules to make it easy, I guess that the
same bleat was made approx 11 years ago when the last decline was hitting
us.  Be positive and use your skills as operators to evaluate the
propagation and work the stuff that is there.
