[UK-CONTEST] HF General Rules

I notice that the link on the hfcc site to the general rules 
(http://www.blacksheep.org/hfcc/rules-2003/generalrules-2003.html) 
does not seem to work.

I myself regret the move not to publish the full rules in RadCom 
although understand the pressure on space. Perhaps the equivalent of 
the old contest insert could be made available as a .pdf file on the 
hfcc site.
