Ian has a good point here. Contestants are generally required to abide by the published rules. As far as I know, these rarely define what frequency (within the appropriate defined sub-band) one may use, let alone what priority should be applied in case of dispute. One can therefore clearly come up and call CQ on whatever frequency one likes, since QRM is in any event the order of the day and the niceties of interruption to "proper" QSO's do not apply.
Note the reference to the appropriate sub-band. Anyone (who shall of course be nameless in this context) who thinks it clever to sit on a defined slot, whether data, SSTV or whatever, gets what they deserve and does contesting interests no favours whatsoever.
