the .pl says it's a PERL (that's a UNIX scripting language) program that
should be run whenever mail hits the 'wpxcw' mailbox.  That script has
a defect in it.  Yea, it's the robot, or part of it.

Hopefully, someone at kkn/CQ is paying attention and will fix the script
and send a note they are ready to accept submissions again.
