In some respect what Colin says is true in every contest; so Colin, what's
wrong with a contest that identifies you as the TOP GM on 100w? I think
that's about as close to a level playing field that the HFCC would achieve.
The big problem as I see it is the operators who operate within the rules
unfairly treated in having to compete against those who have no respect for
the rules. I bet some will come back with - "it was forever thus" but is
that a good enough reason to continue the procedure.
