In most contests, multi-op stations are entitled to use the DX Cluster to
enhance their score.  A multi-op station not using cluster to do this will
likely be significantly handicapped.

Progress brought us the DX Cluster and contest organisers have embraced its
use within the rules.  If the rules say you can use rocket fuel, would you
use diesel and then complain that some folks used rocket fuel?

The statement, "Our mult station could not operate properly because the DX
Cluster link was down." appears factual enough and reasonable enough to me.
Had it been suggested the mult station could not be used at all because of
the lack of Cluster, I would have wondered about that.

I remember back to the early 70s, when I started to use an elbug for the
first time instead of my old Eddystone mechanical bug.  An old G6+2 whom I
worked quite often, wrote me a letter explaining that he would no longer
answer my calls because in his view, "the use of an elbug was cheating".
