Thanks to Chris for pointing this out.  Writelog provides an option to
exclude Qs from being counted towards the claimed score.  I had assumed
these Qs would be marked in someway in the Cabrillo file.  I have just
checked and Chris is absolutely right, they are not.  Writelog also
maintains a log of which Q was made on which station. This would make
innocently made second radio use infringements easy to spot.  However, it
doesn't make the transition to Cabrillo format either.

Wishing to comply with the rules and spirit of the contest, the Paphos Radio
Club will attach a note to the Cabrillo file identifying those Qs which were
made inappropriately and inviting them to be scored at zero points.  Whether
this note will make it through the log robot is currently moot.

I have to say, it appears HFCC preference for Cabrillo format drives a coach
and horses through the integrity of the log checking process.  Providing
significant opportunity for benefit  to the unscrupulous and to those who
unwittingly fail to follow the rules.

With all the brain power at work on HFCC, surely better can be achieved or
am I missing something here?
