I think the power level should be: Novice 10W, Intermediate 100W, Full 
=1KW. If you wanted more for your contest station (or EME experiments 
etc) then you should be allowed to apply for an NoV to run more power 
when you apply for your club's contest call. But applying for 2.5KW to 
run into a G5RV tied to next door's chimney might not be a good idea. :-)
