In the UK it is driven entirely by the political 
imperative to "deregulate".

OFCOM is being forced to think of *something* that can 
be labelled as "deregulation" of the amateur service. 
It really is as simplistic and stupid as that.

But it isn't negotiable; something 
called "deregulation" *is* going to happen, regardless 
of what it actually turns out to be. 

What we need to concentrate on is limiting the damage.
