This is one of those Turkish specials - in fact 95% of TVs in the
world are made at the Vestel plant in Turkey, something many people
don't know...
Probably hard to cure except by filtering the mains input and
possibly the antenna lead - but it may of course be direct radiation.
But you should really get into the habit of turning the set off at
the mains instead of putting it into standby. Apart from the
'convenience' all leaving it on does is cook the electrolytic
capacitors (life time 10,000 hours or so, work it out, it ain't long)
and stopping it doing its automatic degaussing, not to mention
increasing your electric bill rather more than by what your HF linear
does...
One of the reasons why I don't operate on 136kHz these days is
because of a similar problem with my neighbour's TV down there. I did
have a page on my website (in fact still do) to detail TV radiation
problems but it has not been updated for yonks.
