[UK-CONTEST] Deregulation

Sorry guys, still catching up on emails - only 126 to go.

The RSGB is, and has been for the past few years, lobbying for vanity 
calls for those Full Licencees that want them.   The answer has always 
been that the Radio Licencing Centre software is unable to handle this 
requirement and we would have to wait until the software is updated.   
Under present circumstances this is unlikely to happen as RLC are not 
going to commit themselves to upgrading software unless they are 
guaranteed the contract to handle amateur radio licencing.

On the other hand it is known that Ofcom are considering the option of 
installing the necessary software to issue the lifetime licences 
themselves, but it is unlikely that any decision will be taken on this 
until the "consultation" on future amateur licencing is complete.   
Whether the software would include the provision for vanity callsigns or 
whether this could be done on an NoV basis as has been suggested before 
remains to be seen.
