Stewart,

Same happened to me too....  Lots of QRM everywhere - suddenly you find a 
relatively quiet space at 14325.  "Is the freq in use?"  Still sounds quiet. 
One CQ call later and I am asked to move politely, which I did.

Extrapolating, I wonder how many hundred people were asked to move over the 
weekend ?  Or how many times was the hurricane watch guy not able to be 
heard ?

Either they move to somewhere contest free, the rules enforce a top 
frequency limit, or they put up with the QRM.  Take your pick !
