Surely it would be appropriate to authorise a frequency outside the amateur 
allocation -

If it is so important that it is a MUST HAVE?
Hurricanes are becoming more frequent
Amarican amateurs have no control of frequencies within the amateur 
allocation

MARS have their own allocation - surely a spot frequency could be found
