 From statements made in the reflector an outsiders perspective might be:

*Any club that can't be bothered - no card
*Unless we place a silly circle round the pse qsl - no card.
*If we deem that you didn't take enough care with your signature - no card


However we would really like you to come on the bands, give us points 
and take part in contests...

Some people actually enjoy receiving qsl cards and I'd bet that they are 
the ones that actually bother to send them to *you* - so maybe a policy 
of only responding to received cards would be fair enough.. but a 
blanket no qsl policy or silly self imposed filter rules that no one 
apart from readers of this reflector could possibly be aware of before 
sending a card?
