Agree with that - but at the same time as providing the choice for a
station to use the cluster if it wishes, we must protect their right
also to choose not to, and not be disadvantaged amongst their peers if
they do so. Which means plenty of 'unassisted' categories with ongoing
development of statistical analysis techniques for indentifying abuse,
and adjudicators who take action against it.
