[UK-CONTEST] Club-contest rules

One point Ray (G4FON) didn't make is that at least one end of the QSO must 
be a UK station irrespective if either of the stations are members of a UK 
club.

Last year one of our members operated EI/g3xxx/P and worked a number of UK 
stations as well as a few continentals. The rule has been changed this year 
such that his non-UK QSOs would not be allowed.
