Surely not an issue.  If the licence is downloaded in the first place
you just print another.  I don't have the daft to hand but doesn't it
say something about the recipient of the downloaded licence having to
print a copy to keep with the main station.

However, I also get the impression that the first of the new licenses
will be a posted paper copy with only subsequent renewal confirmations
being downloaded.  My argument above could therefore be invalid,
unless an electronic copy could subsequently be downloaded for record.

Something to check out.

3(2) is almost incomprehensible.
