[UK-CONTEST] Draft of New Licence

My understanding is the same as that of Dave.   At the moment the 
feeling appears to be that after the final paper licence is received a 
PIN will be issued to all licencees allowing them access to their 
personal information on the Ofcom database.   This should allow you to 
download a copy of your licence.   Whether you will be allowed to change 
the information yourself remains to be clarified.

I'm sure we'll all be brought up to date by October 1st - if it happens 
on October 1st!
