[UK-CONTEST] Delays in publishing RSGB Contest results

Dave, I've been there and done it, and when I was a working person, and 
with more entrants and with more paper logs and with lots of different 
log formats. It is easily possible for the ones I suggested...... if the 
policy is in place.
