May I refer you to the general rules; on the HFCC web page:
7. All operators of UK stations must be RSGB members except visiting
amateurs, not normally resident in the UK. UK stations may not use special
(eg GB, GX etc) callsigns nor be /MM or /AM.
So anyone can participate, but you need to be a member to submit a log !
There are exceptions for some team based events; you have to read the
contest specific rules also !

May I ask where it says that to enter any contest organised by the RSGB,
you have to be a Member ?
