Yes, it is cheating to work with a dozen different
call-signs (and breaking your licence rules).
ARRL General Contest Rules 3.3 and 3.5 make it
quite clear that only one call-sign should be used
at one location. >
100% wrong!
If the callsigns are real and assigned to that station, then he/she may use
them as they see fit. Do you have hard evidence that this is not so? Three
callsigns are valid at this QTH 1. My own 2. The club call and 3. the
SCC/NoV derived from 2. I ( or a visiting club member) may use these calls
sequentially to work any other station in ( say) IARU. Do I, would I do so,
of course not- see later.
Neither ARRL contest rules, nor any other have relevance to a non entrant.
e.g in the Sprint I can sit on a frequency and call CQ ad infinitum. Would
I, do I do that, of course not- see later.
Should "uniques" be disallowed, definitely. I remember a few years back,
when adjudicating an RSGB contest, that I deleted a single unique QSO from
what turned out to be the log of the winner. That station was also credited
with a perfect log, and understandably queried how this could have occurred.
On explanation, the winner was not angry about losing the QSO ( would not
have been, even if it had cost him a place), but angry at his "friend" for
being so stupid as to put him in such an invidious position. Did not
precisely that scenario obtain at WRTC, so the "right" result was obtained?
As a non contester friend opined on seeing the referees' report ; "in the
words of a once popular song, 'nowhere to run to, no where to hide' ".
As implied , I would not be party to the dubious ethical practices referred
to above, but let's be clear that it is not cheating, just very crafty
practice, designed to provide the proverbial edge. Yes, we're British, and
therefore we hardly have to think before arriving at such a stance, but
let's not wear it on our sleeve. Isn't that part of what being British is
really about?
We shouldn't get mad, we should get even, and if we don't want to get even,
then we should just chill out. Me?, I'm chilling!
