That would rule out all contest announcements; which are taken to be for
information (ref: NG3K; and numerous other bulletins).
Announcements can serve multiple purposes; in CQWW I think the expression
"stake your Island " was coined; and you could see who was planning to be
on from where; and plan accordingly. It helps people to consider joint
operations, if it was a better route, when you know more that 1 group was in
that vicinity; or it gives you advance knowledge of other groups from the
same locality; where you might have to work around interference problems; or
decide your own fun in going "head to head"!
And yes; it gives some publicity to both the event, and your operation.
This happens in NFD with the full blessing of the HFCC, who send a list of
all declared UK NFD stations to participating teams; and I think for general
release on this reflector!
But you have not arranged 1 single sked (I would not like to nominate a
frequency for a sked in this contest in advance !!)

General Rules for RXXB HF Contests for the Year 2005.
4. Contacts:
(a) A contact consists of an exchange with incrementing serial number
commencing from 001 and acknowledgement of receipt of callsign and contest
data. Incomplete contacts must be logged with zero points claimed. Points
are not lost if a non-competing station does not send appropriate
information, but a report must be logged and any other exchange sent by that
station must be recorded. The full contest exchange must be sent to all
stations worked.
(b) One contact only with the same station per band counts for points,
regardless of that stations operator or callsign. More than one contact with
the same operator using different callsigns may not be claimed. Contacts
with stations which have no other contest contacts may be disallowed.
Duplicate contacts must be logged, with zero points claimed
(d) Contacts scheduled before the contest do not count for points. Schedules
may only be made during the contest.
While browsing HFCC site came across these funny things called rules that a
lot people dont seem to read.
(a) acknowledgement of receipt of callsign ..... The full contest exchange
must be sent to all stations worked. I read as, you send the call of the
station ur working.
(b) This would mess up IARU DL HQ stations if it was RXXB run.
(d) This is a rubber rule can be bent to suit. Is advertising prior to test
scheduling ALL your qso??
