How should one reconcile the above with the following statement, which you

Contest entrants appreciate progressive and timely feedback. Some contest
organisers have embraced technology and have made impressive progress in
recognition of this*. Some have not and no doubt for what present as very
good reasons. Steep hills, lack of will etc etc.
Organisations and individuals either forge their way forward or are left
behind.
