Steve was participating in the Yeovil Fun Run QRP contest which was
running concurrently with the CC - the dates of this year's CC were
published quite late and the dates for the Yeovil event had already
been defined by then, hence the unfortunate clash.
The Fun Run has different rules. See
http://www.davesergeant.com/qrp/funrun.htm for details and a link to
the rules. Basically the exchange is RST, Serial, Power and Name,
with a catch that the serial starts from >100!
The fact that Steve was able to have QSOs in that contest at the same
time as the CC was running bears testiment to the QRS coral achieving
its goals to some extent.
I was not on last night in either event as I had another commitment.
